Vulkan SDK 1.2.189.2 released

This 1.2.189.2 SDK has the same contents as the 1.2.189.0 SDK, and corrects a bug in the 1.2.189.1 SDK installer that did not properly initialize the Windows registry on systems that had never had a Vulkan SDK installed previously. The 1.2.189.1 SDK's sole purpose is to debut the new modular SDK installer from LunarG. All SDK releases from 1.2.189.1 forward will use this new installer format. There are two important backward compatibility notes related to this.
