Where can control and fix FPS

Is there a way can read/write FPS?

I am a notebook hardware engineer in Taiwan, one of our test item is use furmark tool to test our GPU efficacy, when I start the GPU stress test and press the space bar to close the donut, FPS can climb to about 1300, in this situation, it will cause the electronic noise too loud, so my question is where is the FPS reading address, in bios part? or in EC part? or another, If I get the FPS reading address, I can call help the related team to reduce the FPS in FurMark test.
