I've CPU@4.7GHz and EVGA NV GeForce GTX 980 Ti SC+@all stock speeds with v416.16 driver (HQ +
Negative LOD-Clamp) running Windows 10 Pro 1809. :D

Oh! I forget the version of GFX driver! ...I've edited OP, sorry. :)

At 1080p, GTX 1080 is only little faster than AMD Radeon RX VEGA 56 because your CPU AMD Ryzen 7 1700 seems to have bottlenecked. -> You try to buy Intel for faster single core performance. ;)
